Namibia debates architecture for national pension fund
Namibia is considering how to build retirement security through a National Pension Fund, with Part VII of the Social Security Act 34 of 1994 never operationalised despite the legal foundation existing. The proposed model is an earnings-related, defined-benefit social-insurance scheme targeting formal-sector workers compulsorily and informal and self-employed workers initially.
