Namibia submits human rights review, approves research agreements

Namibia has submitted its draft National Report for the UN's 2026 Universal Periodic Review of human rights records. Cabinet also approved cooperation agreements with Malta on research and innovation, and with Hungary on a scholarship programme offering up to ten scholarships per year to Namibian students.

    The Ministry of Education has commenced construction of Basic Constituency Sport Infrastructure Facilities across 28 constituencies in all 14 regions, with implementation handed to regional governors and N$10 million allocated per region. Construction has begun in Kunene, Oshana, and Kavango East, with remaining regions to follow.

  2. Germany and Namibia launch skills development programme

    TalentsBridge Namibia, a partnership between Namibia and Germany, was officially launched to address youth unemployment in Namibia and skilled worker shortages in Germany through structured vocational training. The initiative will prepare young Namibians for employment in sectors including Industrial Electrics, Wholesale and Retail, and Hospitality, with applications now open and 100 participants selected in the first year.

    The Namibian government has commenced construction of 28 basic constituency sports infrastructure facilities across all 14 regions to improve access to sporting facilities and promote youth development. The ministry has allocated N$10 million per region, with construction already underway in Kunene, Oshana and Kavango East, and the remaining regions expected to follow in coming weeks.

  1. Sports sector gets N$750m annual allocation through 2029

    Namibia's Sport, Youth, and National Service sector has received a N$70.6 million budget increase to N$750 million annually for the next three financial years as part of the broader N$83.6 billion MTEF for the Ministry of Education, Innovation, Youth, Sports, Arts and Culture. Sport expert Isack Hamata welcomed the boost as a signal that government views sport as a core pillar of human capital development rather than a peripheral luxury, though he cautioned that success depends on execution.

    Namibia's ministry says it is waiting for a technical review from African football's governing body (CAF) before finalising preparations for the Independence Stadium. Design documentation was submitted to CAF in December 2025 for compliance review, but the ministry has not received a response despite follow-up attempts, though it aims to complete construction preparations by March 2026.

    The Ministry of Education has 508 capital projects underway nationwide, including 300 new classrooms and 168 pre-primary classrooms, as part of a national decongestion plan to address overcrowding in schools. Deputy minister Dino Ballotti reported that 29 major projects are in progress with a budget of over N$24 billion for the 2025/26 financial year, though three projects face slower progress.

  1. Education ministry paid N$27.5m for unoccupied building

    The Ministry of Education, Innovation, Youth, Sports, Arts and Culture has paid an estimated N$27.5 million in rental fees over 25 months for a Windhoek office building owned by Erastus Shapumba that remains unoccupied since the lease was signed in December 2023. The Works and Transport Minister confirmed the government cannot easily terminate the contract despite ongoing construction delays and a subsequent ministry merger in March 2025 that contributed to the delayed relocation.

  1. Bank Windhoek, Ministry support Grade 8-9 maths teachers

    Bank Windhoek, the Ministry of Education, and the African Leadership Institute hosted a mathematics training workshop for 39 Grade 8 and 9 teachers from five regions near Okahandja, part of an ongoing programme to improve teaching methods and teacher development. Nearly 200 mathematics teachers have participated in the training over two years, with two additional workshops planned for 2026.
